GENERAL

SINGAPORE MAY MEETING 2012
SUNDAY, 20 MAY 2012:

RACE 3 [TF706]

At the conclusion of an Inquiry on Wednesday, 25 July 2012, Jockey J Powell,
the rider of CHINESE CULTURE, pleaded guilty to a charge of careless riding
under MRA Rule 44(9)(a)(ii) in that whilst riding CHINESE CULTURE in Race 3
at the Singapore Turf Club Meeting on Sunday, 20 May 2012, near the 500m,
he permitted his mount to shift outwards, when insufficiently clear of
SEBASTIEN (J Moreira), thereby taking that gelding out onto the
hindquarters of XIN STAR (J Verenzuela), resulting in SEBASTIEN being
crowded for room and having to be checked. When deciding on penalty, the
Stewards took into account his record, guilty plea, the degree of interference
and carelessness and submissions from Jockey Powell that he has been
engaged to ride at the Singapore Race Meetings on Friday, 27 July 2012 and
Sunday, 29 July 2012. The Stewards determined to suspend his licence to
ride in races and acting under MRA Rule 48(5), the commencement of the
suspension was deferred to begin on Monday, 30 July 2012 until Friday,
10 August 2012 both dates inclusive (three Singapore Race Days). He was
advised of his Right of Appeal.

SINGAPORE JUNE MEETING 2012

MRA Rule 44(9)(a)(ii) in that whilst riding ALS KNIGHT in Race 7 at the
Singapore Turf Club Meeting on Sunday, 17 June 2012, near the 100m,
whilst riding his mount along, he permitted the gelding to shift outwards,
when insufficiently clear of COUNTRY CLUB (M Kellady), resulting in that
mare having to be checked. When deciding on penalty, the Stewards took

report from the Clerk of Scales that Jockey J Powell, the rider of TOP SHELF,
returned to scale 1.0kg over the weight that he weighed out for the above

that after riding TOP SHELF in the sixth race at the Singapore Turf Club
Meeting on Sunday, 24 June 2012, he returned to scale 1.0kg in excess of
the weight that he weighed out for the race. There was no evidence to
suggest that Jockey Powell had or attempted to deceive the Clerk of Scales
